Lynchburg Police Department Seek Potential Victims
LYNCHBURG, Va. – The investigation into unlawful imaging by the Lynchburg Police Department (LPD) continues to expand, with officials now identifying several additional locations where evidence suggests individuals may have been unlawfully recorded.
Those locations include Kohl’s, TJ Maxx, Target, Plato’s Closet, Mission Thrift, Millie’s Café, and The Muse Coffee Company.
LPD says detectives are actively working to determine the specific dates tied to incidents at each location and emphasized the seriousness of the case. The department noted that its primary goal is to ensure justice for all individuals who may have been affected.
Authorities acknowledged the concern this situation may cause in the community and said they are conducting a thorough investigation while working closely with the businesses involved and law enforcement partners.
At this time, LPD is asking anyone who used changing rooms or restrooms at the listed businesses between February 1 and March 12, 2026, to complete a secure and confidential Victim Identification Form. Officials expect to release more precise timelines as the investigation progresses.

Police stress that completing the form is a critical step in identifying potential victims and moving the investigation forward.
Due to the volume of inquiries, individuals with information or questions are asked to contact Detective Gabriel Brown by email at gabriel.brown@lynchburgva.gov and include “Unlawful Imaging” in the subject line.
This remains an active and ongoing investigation. Additional updates will be provided as more information becomes available.
