• The teller window at City Hall will be closed on Monday, October 19, from 1:00 p.m. to 5:00 p.m. 
  
• The utility billings and operations offices as well as the teller window will be closed on Thursday, October 22, from 12:00 p.m. to 5:00 p.m. 

Payments can still be made online at www.lynchburgva.gov, placed in a dropbox located at City Hall (900 Church Street), or made at one of the payment kiosks located at City Hall, River Ridge Mall (3411 Candler's Mountain Road), or the Lynchburg Public Library (2311 Memorial Avenue). Payments can also be sent by mail. All phone messages will be returned when the office reopens.

LYNCHBURG, Va. – The City of Lynchburg Office of the General Registrar is advising voters to carefully review the return envelopes included with absentee ballot applications received through third-party mailings.

The Registrar’s Office has received absentee ballot applications from voters that were distributed by a third party and included an incorrect mailing address on the return envelope. Voters who intend to return their completed absentee ballot applications by mail should ensure that their applications are sent to the correct address to help avoid processing delays.

LYNCHBURG, Va. – Beginning Monday, October 19, and continuing for approximately two (2) months, Monday-Friday during daylight hours, Lynchburg Water Resources (LWR) will work with contractors Vortex Services and BLD to rehabilitate approximately 8,800 linear feet of sanitary/storm sewer pipes and 31 manholes throughout the City via trenchless liner installation methods. The purpose of the project is to protect and improve Lynchburg’s sewer system while helping to prevent costly backups, overflows, and digging repairs that can result if left unmaintained.

Work will take place on or near properties at the following locations: (PLEASE NOTE: LWR is asking that personal vehicles and other items be removed from these sanitary and storm sewer areas ahead of time prior to the Monday, October 19, start date.)

LYNCHBURG, Va. — The City of Lynchburg Office of the General Registrar reminds registered voters that there is still time to vote early for the November 3, 2026, General and Special Elections.

Early voting is available at the Office of the General Registrar, 825 Kemper St., Suite A, during the following remaining dates and hours:

LYNCHBURG, Va. – The City of Lynchburg’s Public Works Department will begin its annual loose leaf collection on Monday, November 2, providing residents with a convenient, no-cost way to dispose of leaves from their properties.

Crews will begin with a four-week citywide sweep to collect loose leaves that residents have raked to the curb. Following the initial sweep, dedicated leaf collection by Ward will begin Monday, November 30, according to the following schedule:

• Ward I: November 30-December 4
• Ward IV: December 7-11
• Ward III: December 14-18
• Ward II: December 21-24

The Ward collection schedule is subject to change based on weather conditions, equipment availability, and staffing. Residents who are unsure of their Ward can view the City’s Ward map at www.lynchburgva.gov/512/Ward-Precincts-Map. After Ward collection is complete, crews will return to citywide collection.

Preparing Leaves for Collection

To help crews collect leaves safely and efficiently, residents should follow these guidelines:

• Rake leaves to the curb, but do not place leaf piles in the street or on sidewalks.
• Keep leaf piles free of sticks, rocks, pinecones, and other debris that can damage collection equipment.
• Keep leaves away from storm drains and out of the path stormwater takes to reach drains.
• Do not pile leaves near parked vehicles, trees, or fire hydrants.
• Residents may also bag leaves and place them curbside for pickup with regular trash collection. A prepaid City of Lynchburg Blue Bag must be used.

City crews will vacuum leaves as promptly as possible. Inclement weather can impact the collection schedule. Leaf collection typically extends through at least January until all leaves are collected.

 LYNCHBURG, Va. — Lynchburg Water Resources (LWR) is completing the final installations of residential cellular read water meters across Lynchburg, giving customers greater access to information about their water use and helping to identify potential leaks sooner.

With the new meters in place, residential customers can sign up for EyeOnWater, a free online tool and mobile app that allows customers to monitor their water use and receive alerts when a possible leak is detected—even when they are away from home.

LWR’s Meter Division, working with contractor Bitter Creek Construction, has installed more than 24,000 new cellular read meters at homes across Lynchburg over the past three years. The final residential installations will happen in the coming weeks before installations shift to larger meter sizes serving local businesses and higher-use customers.

“Our Meter Division and contractor have been working hard these past three years to convert all of our residential customers’ water meters to cellular read meters,” said Tim Mitchell, Director of Lynchburg Water Resources. “This new technology gives customers more control over their water use and can help address leaks before they go unnoticed for days or weeks, potentially reducing water costs, limiting property damage, and conserving water.”

Theme for Fire Prevention Week™ (FPW™), October 4–10, 2026, is “Charge into Fire Safety™: Safe Charging Is a Superpower”

LYNCHBURG, Va. – The Lynchburg Fire Department is teaming up with the National Fire Protection Association® (NFPA®) to support Fire Prevention Week. This year’s FPW theme, “Charge into Fire Safety: Safe Charging Is a Superpower,” focuses on the simple steps people can take to recharge safely. Safe charging means making smart choices every time you plug in.

Many devices used in our daily lives – phones, tablets, laptops, tools, toys, e-bikes, and scooters – run on rechargeable lithium-ion batteries, which store a lot of energy in a small space. If they are damaged or charged the wrong way, they can overheat, start a fire, or even explode.

“The way you charge your lithium-ion battery devices can make a difference in helping prevent home fires. It comes down to using simple habits each time you plug in,” says Lynchburg Fire Marshal Candace Brown. Brown recommends the following guidelines for safe charging:

• Use the cord and charger that came with your device or one approved by the manufacturer. Using the wrong charger can damage the battery and increase the risk of fire.
• Charge devices on a table, desk, or other hard, flat surface. Do not charge them on beds, couches, or under pillows. Devices and chargers produce heat during normal charging. Soft surfaces can trap heat and block airflow, which can cause the battery to overheat.
• Stop using your device if it feels very hot, starts to swell, is smoking, or has a strange smell. These are warning signs that the battery may be damaged or failing.
• Unplug your device when it is fully charged. Do not leave it plugged in longer than needed. Leaving a device plugged in too long can increase heat and stress on the battery.
• Charge larger items like e-bikes, scooters, and power tools outside and away from exits. These batteries are larger and store more energy. If they fail, fires can grow quickly and spread.
• When on a plane, keep your device where you can see it while charging. Do not charge devices in overhead compartments. Do not charge e-cigarettes or vapes on a plane. If a battery overheats or fails, it is important for the flight crew to respond quickly.

LYNCHBURG, Va. – The Lynchburg Fire Department will hold its annual Fallen Firefighters Memorial Service on Monday, October 5, at 2:00 p.m. at the Firefighters Memorial Fountain in Miller Park. The ceremony will honor Lynchburg-area firefighters who made the ultimate sacrifice in service to their communities.

The service will include remarks from Fire Chief Brad Creasy, recognition of fallen career and volunteer firefighters, placement of a memorial wreath and flowers, “Amazing Grace” performed by the Lynchburg Fire Department Bagpipes, a moment of silence, and the traditional sounding of Alarm Code 5-5-5.

LYNCHBURG, Va. – On Monday, September 28, from 7:00 a.m. to 7:00 p.m., a portion of College Drive (between Breckenbridge Street and Amelia Street) will be closed to through traffic, including emergency vehicles, while crews pave a portion of the street as part of the College Park Stormwater Improvements Project.

A detour route will be in place utilizing Breckenbridge St/Richmond St/Vernon St to get around the work zone. Motorists should be alert to changes in traffic patterns and use caution when traveling around the work zone.

Parking restrictions will also be in place along Washington Street during the work. The anticipated schedule is:

• Monday, September 28 – No parking on north side of Washington Street for milling (right lane in direction of Church St to Grace St)
• Tuesday, September 29 – No parking on south side of Washington Street for milling (move vehicles to north side or off street)

LYNCHBURG, Va. – The City of Lynchburg has completed major repairs to the John Lynch Memorial Bridge and the addition of a new shared-use path that provides a safer connection between Downtown Lynchburg at 5th Street and Madison Heights, spanning the James River.

This important infrastructure project, which started in January 2025, addressed needed improvements to the bridge, including reconstruction of five expansion joints, replacing the deteriorated raised concrete median, repairs to the deck, installation of an epoxy overlay over the deck, substructure repairs, zone coating the structural steel, and other smaller repairs.

In addition to the structural improvements, the project created a new shared-use path for walking and biking. A protective barrier separates the path from vehicle traffic, improving safety and providing a more comfortable connection across the James River.

“The completion of this project marks a significant milestone in our ongoing efforts to preserve and modernize our city’s bridges,” said Gaynelle Hart, Director of Public Works. “By addressing critical structural needs, we have extended the lifespan of this vital crossing over the James River. Equally exciting is the new shared-use path which provides a safer, dedicated connection for pedestrians and cyclists between Downtown Lynchburg and Madison Heights.”

The City of Lynchburg project team, led by City Engineer Lee Newland and Construction Coordinators Joe Smith and Evelyn Head, were joined by City leadership and staff, as well as representatives from project partners Schwartz & Associates, Inc. and Burleigh Construction for a photo to mark the occasion on Thursday, September 24.

“I am incredibly proud of our team’s hard work and appreciate the patience of our community as we have delivered a safer and more accessible bridge for everyone,” Hart added.

With the shared-use path now in place, the project creates opportunities for future connections into Amherst County, including to Riveredge Park along the James River.

LYNCHBURG, Va. — Lynchburg Water Resources (LWR) will host free facility tours of its award-winning Water Resource Recovery Facility and College Hill Water Treatment Plant in October.

The Water Resource Recovery Facility tour will be held October 13, at 6:00 p.m. at 2301 Concord Turnpike. The tour will educate citizens about how the city’s wastewater is treated before it is released into the James River (actually cleaner than the river water itself). The tour delves into the scientific processes, regular lab water testing, and 24/7 operations required to ensure proper treatment of the city’s wastewater.

The College Hill Water Treatment Plant tour will be held October 15, at 6:00 p.m. at 525 Taylor Street. The tour will educate citizens about the history of drinking water in Lynchburg, the water treatment process, and how operators maintain the plant's operation 24/7 to provide a reliable supply of clean and safe drinking water to more than 100,000 customers daily. The highlight of the tour is a trip to the top of the plant’s water tanks, offering a spectacular view of the city.

LYNCHBURG, Va. - In light of recent public interest in the matter, the City would like to provide additional context regarding the operation of the Riverfront Amphitheater and its agreement with Mason Lane Entertainment.

The City remains committed to the long-term success of the Riverfront Amphitheater as an important community asset. We also have a responsibility to protect the interests of Lynchburg taxpayers and ensure the City receives everything it is owed under its agreement with Mason Lane Entertainment.

City staff have been actively managing the agreement throughout the season. When Mason Lane has fallen out of compliance, staff have communicated outstanding requirements, issued invoices, established deadlines for bringing the company into alignment and, when issues remained unresolved, formally notified Mason Lane of its noncompliance. City Council has also been kept informed of outstanding obligations, actions taken by staff, and the timeline and path forward for resolving these matters.

At the same time, launching a new entertainment venue is challenging under the best circumstances. Establishing a venue in the market, building an audience, developing relationships with promoters and performers, and determining what works best for the community all take time. We anticipated a learning curve and have worked with Mason Lane throughout the inaugural season to address issues and improve operations. We are also aware of public concerns surrounding cancelled events, operational decisions and the company’s financial performance.

Giving a new venture a reasonable opportunity to succeed does not mean overlooking its contractual obligations. The City will continue to manage this business relationship responsibly while holding Mason Lane accountable to the terms of its agreement. Ultimately, our goal is a successful amphitheater that serves the community

LYNCHBURG, Va. – Beginning Monday, September 28, and continuing for approximately five weeks, City of Lynchburg contractor Piney Ridge Contracting and Consulting will install safety fencing along the north side of the railroad tracks from the Rotary Centennial Riverfront Skatepark to the Riverfront Lot (below Depot Grille).

The fencing will provide a permanent barrier designed to discourage unsafe access to the railroad tracks and passing trains while enhancing safety for visitors utilizing the parking area between the railroad tracks and James River.

Residents and visitors should expect periodic construction activity in the project area during the five-week installation period. Phased fence installation (about 200 feet at a time) will begin along the railroad tracks near the Riverfront Skatepark and move toward the Riverfront Lot.

While every effort will be made to minimize disruptions, pedestrians are encouraged to remain alert, obey all posted signage, and avoid entering active work zones. Motorists accessing the parking areas north of the tracks should use caution and watch for construction vehicles entering and exiting the work area.

LYNCHBURG, Va. – Due to technical difficulties, the Historic Preservation Commission (HPC) meeting held on Monday, September 21, 2026, at 4:00 p.m., in the 2nd Floor Training Room of City Hall, will not be available as a live recording; it will be available on the City’s official website and YouTube channel by tomorrow morning.

LYNCHBURG, Va. — Beginning Tuesday, September 22, and continuing through Wednesday, September 23, 6:30 a.m. to 3:00 p.m., a flagging operation will be in place on a portion of Fort Avenue, between Saint Augustine Street and Wadsworth Street, while Lynchburg Water Resources crews perform a water service line replacement and sewer repair.

Motorists should expect minor delays and use caution while traveling through the work zone. Emergency vehicles will have access at all times.

LYNCHBURG, Va. - The City of Lynchburg continues to work closely with Greenbrier Management to address water service and property concerns affecting residents of Park Place Apartments. Throughout the week, City staff have been on site and in regular communication with the property management team, providing guidance and recommendations, facilitating inspections, and working to minimize impacts to residents.

Earlier this week, a leak in the apartment complex’s private water system required water service to be shut off while repairs were made. City construction inspectors were on site to expedite required inspections, and Lynchburg Water Resources staff were prepared to restore service as soon as the private repairs were completed. Those repairs were completed and water service was restored Thursday.

Unfortunately, Greenbrier Management identified another leak Friday morning that resulted in flooding in additional apartments and required water service to the complex to be shut off again. City inspectors have condemned the affected units, and Greenbrier Management has relocated residents from those units to a hotel.

In response to the continuing issues, the City has issued an Emergency Nuisance Abatement Notice to the property owners and Greenbrier Management. The notice provides until 2:00 p.m. Saturday, September 19, for the situation to be resolved before the City can take over repair operations. In the meantime, a Lynchburg Water Resources contractor has been on site in an advisory capacity to assist the plumbing contractor currently performing the repairs.

Greenbrier Management has informed the City that they are working to arrange for portable toilets and a potable water tanker truck to be positioned at the apartment complex Friday to help accommodate residents while water service is unavailable.

The City will continue working with Greenbrier Management and monitoring conditions at Park Place Apartments, with a focus on protecting residents and facilitating the restoration of reliable water service as quickly as possible. Additional updates will be provided as more information becomes available.

LYNCHBURG, Va. — Beginning Monday, September 21, through Friday, September 25, weather permitting, a portion of Clay Street between 9th and 10th Streets will be closed to through traffic while Lynchburg Water Resources crews make upgrades to the water system. A detour route will be marked.

Access to parking lots along Clay Street between 9th and 10th Streets will be maintained during the work. Motorists’ access points to the parking lots within the work zone will alternate between the 10th Street and 9th Street sides depending on the location of the work each day.

Motorists should drive with caution around the work zone and on the detour route. Emergency vehicles will have access to the area but should use the detour route to bypass the work.

LYNCHBURG, Va. – Lynchburg Water Resources has begun the next phase of the Blackwater CSO Tunnel project as contractor crews begin installing the tunnel’s permanent concrete lining. Once complete, the tunnel will safely store up to 4.7 million gallons of combined sewage and stormwater during heavy rainfall, significantly reducing overflows into Lynchburg’s local waterways.

Crews are using large steel forms to pour the concrete lining in approximately 75-foot sections between 70 and 120 feet underground. Work will progress through the tunnel from the CSO 52 site along the Point of Honor Trail toward the new pump station under construction at the bottom of 7th Street in Downtown Lynchburg, spanning 4,744 feet.

The public can track the progress of the tunnel lining through the “Tunnel Lining Tracker” on the project website at www.lyhbeyond.org/tunnel-tracker.

Construction is also continuing on key above-ground structures. At CSO 52, crews are building a diversion structure that will direct combined sewage and stormwater into the tunnel during heavy rain events. At the 7th Street site, work continues on the pump station that will move stored wastewater from the tunnel back into the City’s wastewater system for treatment once capacity is available.

The Blackwater CSO Tunnel is the largest capital improvement project in Lynchburg’s history and represents the capstone of the City’s 45-year effort to address combined sewer overflows. Through this long-term investment, Lynchburg is expected to reduce the volume of combined sewage and stormwater overflowing into local waterways by 98 percent compared with when the City’s CSO program began.

Construction of the Blackwater CSO Tunnel project is expected to be completed in summer 2027.

LYNCHBURG, Va. — Lynchburg Water Resources will begin providing additional water to Campbell County through the City of Lynchburg’s existing water purchase agreement with the Campbell County Utilities and Service Authority (CCUSA). The additional supply will serve the Wards Road and Timberlake Road areas of Campbell County as CCUSA responds to lower-than-normal flows in the Big Otter River, its water source.

As valves are opened at connection points between the two water systems today, September 10, customers in the Wards Road and Timberlake Road areas may temporarily experience discolored water. This discoloration can occur when changes in water flow disturb naturally occurring sediment within water lines and does not necessarily indicate a problem with the water supply.

Customers who experience discolored water should run cold water from a bathtub faucet for three to five minutes, or until the water runs clear. Lynchburg Water Resources customers whose water does not clear should call the department’s 24/7 emergency hotline at 434.455.4250.

Lynchburg’s water system is supported by two reliable water sources, the Pedlar Reservoir and the James River. Lynchburg Water Resources continues to monitor water supply conditions and follow the City’s established drought response plan. At this time, conditions do not require water-use restrictions for Lynchburg customers.

The City of Lynchburg, in partnership with the Downtown Lynchburg Association, will host a public open house on Monday, Sept. 21, from 4 to 6 p.m. at the Lynchburg Museum & Visitor Center to share plans for Phase V of the Downtown Renewal Project.

The next phase is currently in design, with construction anticipated to begin in spring 2027. The project will make upgrades to aging underground utilities along portions of Court Street, 6th Street and 7th Street.

The open house will allow residents, property owners, businesses and other community members to stop by anytime between 4 and 6 p.m. to review project information, speak with city and consultant project teams and ask questions.

Phase V includes Court Street from 5th Street to 9th Street and portions of 6th and 7th streets between Church and Clay streets. The project includes replacement of waterlines that are more than 100 years old, along with sewer and stormwater infrastructure work and sidewalk and curb repairs.

LYNCHBURG, Va. — Lynchburg City Council will hold a special called meeting Thursday evening to consider temporarily pausing the city's 15 fixed Flock license plate reader cameras and potentially beginning the process of ending the city's agreement with Flock Group Inc.

The meeting is scheduled for 6 p.m. Thursday, Sept. 3, in Council Chamber at City Hall, 900 Church St.

According to the city, council will consider a resolution addressing the temporary pause of the cameras, support for the Lynchburg Police Department, and providing notice and license revocation in accordance with the terms of the city's agreement with Flock.

The special meeting comes amid increased local discussion surrounding the use of Flock's automated license plate reader technology.

LYNCHBURG, Va. — An overnight closure of a portion of 5th Street and a temporary water outage for nearby properties have been rescheduled for Tuesday, Sept. 8, as work continues on Lynchburg's 5th Street Utility & Streetscape Project.

The work was originally scheduled for Wednesday, Sept. 2.

The portion of 5th Street between Monroe Street and Chambers Street will close to through traffic in both directions beginning at 7 p.m. Tuesday, Sept. 8. The road is scheduled to reopen by 6:30 a.m. Wednesday, Sept. 9.

Crews will use the closure to complete waterline work associated with the project.

Eastbound traffic will follow the same detour currently being used by westbound traffic, using Park Avenue and Langhorne Road to bypass the work zone. Motorists should follow posted detour signs, allow additional travel time and use caution in the area.

Emergency vehicles will continue to have access to the area but are advised to use the marked detour around the work zone.

Temporary Water Outage

Water service will be temporarily shut off to some properties while crews connect newly installed waterlines to the city's water system. Service will be restored after the connection work is completed.

The outage is expected to affect:

• 400 blocks of Wise Street, Floyd Street and Fillmore Street
• 1300 and 1400 blocks of 4th Street
• 1400 block of Valley Street
• 1211 5th Street

The city said the work is being conducted overnight to minimize impacts on daytime traffic.
