The Center for Digital Government (CDG) has announced the winners of the 25th Annual Digital Cities Survey, recognizing cities utilizing technology to strengthen cybersecurity, enhance transparency, digital privacy rights, and digital equity, and those finding innovative ways to support solutions for social challenges facing cities today. The top 10-ranking cities in each of five population categories were honored during the Digital Cities Awards event at the National League of Cities “City Summit” on November 19 in Salt Lake City, Utah.
“What stands out this year isn’t just the technology, it’s the focus on the impact on constituent services,” said Teri Takai, Chief Programs Officer at the Center for Digital Government. “These cities are applying innovation where it matters most: keeping people housed, making streets safer, and building community trust. They’re showing that when technology is guided by purpose, it delivers results that citizens can feel.”
This year, the City of Lynchburg placed seventh in its population category (75,000 – 124,999), tying with Roanoke, Virginia. This is the 21st consecutive year the City of Lynchburg has been in the national top ten ranking in their population category.
The City has continued to modernize its technology infrastructure, enhance public safety and improve digital services. Key achievements include deploying IT infrastructure for the new police facility and integrating it into the City’s fiber network. The Lynchburg Police Department launched the FUSUS platform which serves as the foundation for the LPD’s developing Real-Time Crime Center which will allow officers and analysts to connect to live video, CAD and other data.
A new data analytics team delivered 22+ projects, including dashboards for HR, finance, and capital improvements, boosting transparency for citizens and employees and efficiency of City operations. Over 150 public forms were migrated to CivicPlus’ Process Automation software, improving accessibility, security and responsiveness. Cybersecurity was strengthened with expanded multi-factor authentication and upgraded endpoint protection, reducing alerts by 60–70% and enhancing threat response. These efforts reflect a coordinated, forward-thinking approach to technology that supports safety, efficiency and engagement citywide.
